The Institute
In 2000, Tamkang University established the Graduate Institute of Educational Policy and Leadership dedicated to the advanced education of administrators and educators. The Institute currently offers a Master of Education program that admits 15 students each year. To promote recurrent education and lifelong education, the Institute initiated a master's professional training program specifically designed for in-service, part-time educational administrative personnel in August 2002. The professional training program admits 22 students each year.
The mission of the Institute is to prepare students for careers as school administrators, policy analysts and advocates, and researchers of educational leadership capable of improving practices, informing policies, and serving the educational organizations of their chosen fields effectively.
The future visions of the Institute are to collaborate with national and international scholars as well as specialists on research projects that develop new knowledge and understanding in the field of educational policy and leadership; and to establish a doctoral program that prepares students for careers as successful figures in academia and/or in education policy and leadership.

Degree Requirements
Requirements for a Master degree in Education:
Successful completion of 32 credits of courses, including 18 credits of required courses and 14 credits
of professional electives.
Students are also required to submit a written master's thesis completed under the supervision of a faculty member and pass an oral examination.

Core Courses
A2122 Education & Future Studies(2) This course studies educational contents from a perspective of futurology which includes future studies, education and learning trends, basic research tool and technique, education future in knowledge economic society, learning revolution, curriculum and instruction innovation, and information technology.
A2129 Research Methods in Education (3) An introduction to research methods and theories of research. Methods discussed include qualitative and quantitative approaches to research in the field of education, such as surveys, case studies, ethnography, participant observations, and interviews.
A2217 Information Technology in Education(2) This course introduces various ways of applying information technology into education. Some related issues are addressed as well. Furthermore, diffusion of information technology in elementary and secondary schools are discussed, and some real cases are analyzed at the end.
A2218 Total Quality Management in Education (2) This course provides a fundamental, yet comprehensive, coverage of quality control concepts. Topics covered include quality-improvement techniques, control charts for variable, control charts for attributes, lot-by-lot acceptance sampling by attributes, acceptance sampling plan systems, quality costs, and total quality management.
A2219 Seminar on International Education(2) This course examines key topics in international education. Particular attention will be given to current issues and debates in the field regarding the nature of development and international education.
A2238 Theories of Educational Policy (3) This course is designed to familiarize students with the perspectives and approaches to education policy study. Various theoretical perspectives and approaches relevant to the study of educational policy will be identified. These perspectives and approaches will be the basis upon which Taiwan education policies are examined and discussed.
A2250 Leadership and Management in Education (3) A comprehensive guide to understanding and development of leadership theory and practice in education, including of the trait theory, contingency theory, situational theory, transformational theory, knowledge management and instructional leadership, etc.
D0162 Seminar on Educational Policy: Lifelong Education(3) This course pays special attention to the policy of lifelong education; it includes the idea of lifelong education, theoretical foundation of lifelong education, reviews the policy of lifelong education and promotes strategies of lifelong learning, and finally constructs whole system for lifelong learning society.
M0288 Educational Statistics (3) This introductory statistics course teaches basic concepts of statistics methods, including probabilistic model, statistical inferences, hypothesis testing, linear regression model, and analysis of variance.

A1384 Qualitative Research (3) This course covers topics related to research paradigm shift, qualitative research design, data collection techniques, research finding interpretation and report writing.
A1588 Sociology of Education (2) This course studies educational content from a perspective of sociology which includes the construction of the classroom, teacher/student relationships, the organizational climate, professional organizations, and the impact of family, community, culture, politics, economics and social movements in education.
A2123 Quality and Effectiveness in Education (2) This course provides an overview of the concept and practice of educational quality and effectiveness, and covers its theory, model, research, evaluation and future trends.
A2125 Study of the Analysis of (Compulsory) Education Policies (3) The main objectives of this course are: (1)making students understand current major compulsory education policies; (2) analyzing the merits and differences of each educational policy; (3) criticizing and participating in the process of forming key educational policy.
A2127 Sociology of Education (2) This course studies educational content from a perspective of sociology which includes the construction of the classroom, teacher/student relationships, the organizational climate, professional organizations, and the impact of family, community, culture, politics, economics and social movements in education.
A2130 Educational Policy and the Law (3) Educational policy and the law is not traditional "school law," and we have sacrificed certain topics that are typically featured such as the tort and contract liability of education (each level of education) in an effort to address fully issues that appear to have greater vitality. This course does not treat "the law" as an isolated entity, but rather focuses on the interaction between legal decisions and educational practice.
A2131 Learning and Teaching (3) This course introduces 1) major theories of educational psychology, including the developmental approach, humanism, behaviorism and cognitive approaches; 2) the traits of students and teachers in the process of instruction and learning and their process of instruction and learning and their interaction.
A2222 Economic of Education (2) The purpose of this study is to provide inter disciplinary conceptions to students. Chapter 1 provides a brief introduction, followed by short discussion, in chapter 2, of the role human capital and the economics of education in early writings. Chapter 3 and 4 present the production and cost functions in education, a topic devoted to a discussion of the internal efficiency of educational system. Educational finance follows in chapter 5-6; topics include the role of government in education and the voucher plan. An overall summary, major conclusions, and some suggestions for research conclude the volume in chapter 7.
A2252 Case Studies in Educational Leadership (3) This is an integrative course which includes case analysis of various aspects of educational leadership and school practices. The purpose is to help students understand the important connections between theory and practice in a critical fashion.
A2269 Organizational Behavior in Education (3) The course introduces foundations of individual behavior, values, personality and emotions, perception and individual decision making, motivation, communication, power and politics, conflict and negotiation, human resource policies and practices, organizational cultures, change and stress management, etc.
A2332 Multicultural Education (3) This course explores issues related to multicultural education. It provides students with sociological, historical, and global perspectives on the study of race, ethnicity, gender, and culture.
A3382 Educational Reform and Educational Policies(2) The main objectives of this course are: 1) To enable students for the future participation in the process of educational reforms; 2) To help students understand important theories, concepts and issues concerning our national educational reforms; 3) To sharpen students’ critical thinking and analytical ability in the face of major policies and issues concerning educational reforms.
A3384 Seminar on Curriculum Planning (3) To inquire the base and contents of curriculum planning, then its applications and practices on school level are discussed.
A3385 Finance Policy & Education Finance (2) In the study of Finance Policy and Education Finance, it is not sufficient to teach only formulas, indexes and ratio, tax collections and distributions without reference to the basis of the education. The study of the financing of education should not merely reflect the floating whim of current popular opinion, but rather it should be couched in principles that justify the expenditure of public and private resources for education.
A3386 Human Resource Management in Education (2) The purpose of this course is to enable students to become knowledgeable of human resource management models, theories and practices in the field of education. Major issues examined in this course include human resource planning, compensation, career planning, job analysis and design, recruitment, selection and hiring, performance evaluation, job safety, and legal aspects of human resources administration.
A3388 School Organizational Change and Leadership (2) This subject beings with an exploration of the meaning and assumptions of school organizational change and leadership, then followed by a practical analysis of the nature of current school reform movement and school leadership.
D0080 Ethics of Education Administration (2) This course organizes its contents into five parts: first, to explain the essence and context of ethics of education administration; second, to discuss the principles and approaches of ethics of education administration; third, to formalize the ethic codes of education professional personnel; fourth, to explore developmental trends of ethics of education administration in UK and USA; fifth, to develop the professional ethics of education administration in Taiwan.
D0085 School-Based Curriculum & Instruction Leadership (2) This course is designed to investigate theories and practices of curriculum and instruction leadership, including their concepts, principles, strategies, problems and issues.
D0095 Study of Education Policy Comparative between Taiwan & China (2) The purpose of this course is to examine various perspectives on current issues in education between China and Taiwan. Lectures and discussions will explore the roles that education plays within the broader context of development and global change. Major and minor educational actors in the international community will be analyzed.
D0096 Present Education Policy Analysis (2) Currently, Taiwan is under the period of educational reform. Many new education policies were created and implemented. The objectives of this course are to introduce the contents of these education policies as well as to analyze the possible impacts of these policies upon Taiwan’s society. Before-class literature review is required for every student. Both instructor’s lecture and group discussion strategies are used in classroom.
