Article 1
The following Regulations are introduced in accordance with Article 5 of the Regulations Regarding International Students Undertaking Studies in Taiwan and issued by the Ministry of Education (MOE).
Article 2
“International Students” here refer to those students who have neither overseas Chinese status nor ROC citizenship as referred to in Article 2 of the Nationality Act.
Those who held ROC citizenship but were permitted to lose ROC citizenship for a period not exceeding eight years are not eligible for application. “Eight years” specified in the preceding article is from the date the applicant’s ROC citizenship was revoked by the Ministry of the Interior to the date the semester begins according to the calendar of TKU.
Those who are selected to study in Taiwan by foreign governments, institutes, schools, or cultural and educational organizations under cultural exchange agreements shall be excluded from the restraint of this article.
Article 3
Upon completion of the course of study at a school in Taiwan, international students who continue to undertake higher academic studies at TKU, except for those who apply for graduate schools, shall follow application procedures as regular local students. Those who apply for graduate schools at TKU shall follow TKU regulations.
International students who have been expelled from any other university or college in Taiwan are not eligible to apply for TKU admission.
International students who apply for transferring to TKU shall follow TKU regulations.
Article 4
An enrollment quota for international applicants is the additional 10% of local student enrollment.
The enrollment quota shall be submitted to MOE for approval by November 30 each year.
The enrollment quota for international students indicated in this article does not include non-degree seeking international students.
Article 5
Departments/graduate institutes which accept international students shall stipulate their specific application rules and submit the rules to the school authorities.
The Office of Academic Affairs is responsible for the preliminary review of the application materials and shall forward them to the corresponding departments/graduate institutes for assessment. The list of qualified applicants who are accepted will be sent back to the Admission Committee Office of Academic
Affairs to finalize and announce the admission results and mail admission notices to the accepted applicants individually.
Article 6
Application for admission shall be submitted to the Office of Academic Affairs during the period of February 1 through May 15 each year. To complete an application, the applicant shall submit the following documents:
(a) Two copies of the completed application form with recent passport-size bust photos attached.
(b) Highest degree diploma obtained from an international educational institution and official transcript from this highest level school. (The documents which are not written in either Chinese or English must be translated into Chinese or English and must be certified by a Taiwan’s overseas representative office.)
(c) Validated financial statement, which must be certified by a Taiwan’s overseas representative office, showing sufficient funding for the entire duration of applicant’s education in Taiwan.
(d) For doctoral program applicant, a copy of master’s thesis or works in related fields, plus other application materials specifically required by the concerned graduate institute.
(e) Verification of nationality, verification of degree, and other supporting documents.
The “international educational institution” stated in subparagraph (b) includes Taiwan’s overseas educational institutions. The diploma issued by a school other than Taiwan’s overseas educational institutions and the equivalent qualifications will be reviewed in accordance with MOE’s regulations concerning international diplomas.
If the verification of nationality and the diploma submitted are found to be false, the admission will be cancelled or the student status will be deprived. If the applicant is found to be unqualified before the examination is held, the candidacy will be cancelled; if found upon registration, the admission will be revoked; if found after admission, the student status will be deprived without tuition refund.
Article 7
International students who have already completed undergraduate programs in Taiwan and seek admission to Master programs or higher academic levels shall submit the diploma and official transcripts issued by the university or college from which they graduate and are not subject to the restrictions stated in paragraph (b) in Article 6.
International students with a diploma and transcript issued by a school located in Taiwan for foreign residents or by a bilingual division (program) affiliated with a senior high school in Taiwan are eligible for application for admission specified in Article 6 and are not subject to the restrictions stated in Article 3 and paragraph (b) in Article 6.
Article 8
When registering, international freshmen must submit medical and injury insurance policies, which they purchased in foreign countries, covering a valid period of no less than 4 months starting from the day when they entered Taiwan. Except for freshmen, international students must submit Taiwan’s national health insurance and other pertinent coverage plans.
Article 9
Accepted international students may apply for scholarships offered by TKU or MOE. Please contact the Office of International Exchange and International Education (OIEIE) for more information.
Article 10
Accepted international students must not apply for enrollment in classes offered for on-the -job training, such as continuing undergraduate program, in-service Master program, and other programs only available for nighttime and holidays.
However, those who have alien resident certificates or permanent resident certificates, and those who enroll in the international programs approved by MOE shall be excluded from this restriction.
Article 11
Accepted international students may enroll if they arrive before one-third of the first semester. They shall enroll for the second semester if they arrive after one-third of the first semester has passed.
Article 12
TKU shall set up programs for international students under agreements with foreign schools or other special needs, and shall report to MOE for approval.
Article 13
TKU may sign agreements with foreign schools to recruit foreign exchange students without interfering with regular instruction and may also accept non-degree seeking international students in accordance with criteria of international student admission.
Article 14
All international students shall apply to TKU’s Office of Academic Affairs for admission and observe all the regulations promulgated by both our country and TKU upon being accepted. In coordination with departments/graduate institutes, Office of International Exchange and International Education is responsible for providing counseling and guidance for international students. OIEIE shall also arrange home stay and activities to help international students learn Chinese language and culture. OIEIE shall provide guidance to enhance the globalization of TKU and encourage more exchanges between local and international students.
Article 15
Regarding international students’ dropout, expulsion, and change of student’s status, TKU shall inform Bureau of Consular Affairs of Ministry of Foreign Affairs, National Immigration Agency and shall send a copy to Ministry of Education.
Article 16
International students who apply to the affiliated Chinese language program of TKU shall follow procedures specified in paragraph (a), (c) and (d) in Article 6, Article 8, Article 9, Article 14 and Article 15.
Article 17
Any application not stipulated herein shall be subject to the Regulations Regarding International Students Undertaking Studies in Taiwan issued by MOE and other applicable regulations promulgated by TKU.
Article 18
The above regulations have been passed at the TKU’s Academic Affairs meetings and are in effect after the approval of MOE. The procedure is the same for revision.
