The Department
This Department covers four major disciplines in social sciences. First, there is a cluster of law courses, including Constitutional Law, Administrative Law, Law and Society, Civil Code, Business Law, etc. Secondly, a group of courses focusing on political science are offered, consisting of Introduction to Political Science, Comparative Politics, and Western Political Thoughts. Thirdly, there are series of courses designed to offer a better understanding of public administration, such as Public Management, Organizational Theories and Behavior, Personnel Management. Lastly, there is a group of courses aiming at public policy, which contains courses such as Policy Analysis, Political Economics, Policy Evaluation, etc. Our graduates find jobs in various career areas , including, but not limited to, government agencies, nonprofit organizations, computer firms, news and media, banks and financial organizations, and staffs of congressman.
Closely related to the Department of Public Administration, the Graduate Program of Public Policy at Tamkang University is an institute of higher education aimed at the training and cultivation of future administrators and policy researchers. Thirteen full-time faculty members and two adjunct professors offer about thirty graduate courses every year. Our major objective in the Graduate Program is to furnish our students with a set of proper analytical skills that enable them to do first-hand policy research including problem seeking and identification, solution formulating, and impact assessing. As a result, the courses that the Program offers basically fall into four categories: firstly, there are a cluster of methodological courses, including Empirical Research Method, Policy Analysis, Comparative Public Policy, and Research Design; secondly, a group of courses focusing on public law are offered which consist of Legal Policymaking, Constitutional Policymaking, Seminar in Administrative Law, and Seminar in Administrative Remedies; thirdly, there are series of courses designated to promote better understanding of public administration and organization, such as Public Organization and Management, Organizational Theories and Designation, Seminar on Personnel Management; lastly, there is a group of courses aiming at various policy areas containing courses such as Seminar on Communications Policy and Regulation, Seminar on Fair Trade, Seminar on Securities Policy and Regulation, Seminar on Ethnic Politics. Our graduates are expected to find policy-related jobs in government agencies, nonprofit organizations, and private firms.

Degree Requirements
The degree requirements of the department are as follows:- Requirements for a degree of B.A.
A total of 141 credit hours are needed for graduation. Of all the 141 hours, 105 credit hours are required courses and the remaining 34 credits are electives; 24 of the elective credits have to be selected from courses offered by the Department. - Requirements for a degree of M.A.
A total of 24 credit hours are needed for graduation (not including credits for thesis). Of all the 24 credit hours, 3 courses with a total of 6 credit hours are required and the remaining credits are electives. For this program, there are two semesters in each academic year. Normally, this program takes almost two and a half years to finish with at least 4 semesters registered before graduation. - Requirements for a degree of EMPP
A total of 29 credit hours (not including credits for thesis) are needed for graduation. Of all the 29 credit hours, 3 courses with a total of 9 credit hours are required and the remaining credits are electives. For this program, there are two semesters in each academic year. As usual, this program takes three years to finish with at least 4 semesters registered before graduation.

Undergraduate Courses
A1641 Political Communication (2/0) The course covers topics such as channels of political propaganda , media influences on politics , media poll , and media responsibility.
A1970 Introduction to Economics (3/0) This course discusses two main parts: (1) micro-economy, including price and theory of supply and demand, analysis of acts consumers, theory of production, structure of cost, structure of market, and supply and demand of production factors; (2) macro-economy, including the national income, economic Growth, fiscal policy and monetary policy etc.
B0033 Essentials of Civil Law (2/2) This course provides basic concepts of civil law, including the types of contract and the stipulation of property law. It also provides case studies.
B0713 Commercial Law (0/2) This lecture is divided into two parts: law for company and law for papers. Regulations of company structures, protection of shareholder rights, corporate governance, and related important issues are included in the lecture of company law. Important issues such as the regulations of papers structure, protection of papers holder rights, etc. are included in the lecture of papers law.
M0012 Personnel Administration (2/2) This course introduces concepts and approaches contributing to effective use of human resources in public organizations. Additionally, legal issues and requirements concerning recruitment, training and development, and protection of legal rights for civil service will be discussed.
M0036 Public Policy (2/2) This course deals with the following topics: definition of public policy and analytical model; policy maker and its environment; policy formation and formulation; techniques of policy formulation; policy adoption; policy implementation; and Policy evaluation.
M0048 Comparative Government (3/3) This course covers the following topics: introduction, comparing parliamentary institution, comparing policy-marking structure, and comparing policy-implementing structure.
M0098 Introduction to Criminal System (3/0) This course provides students with general knowledge of criminal law, introduction to criminal law, criminal procedure punitive power.
M0104 Local Government (3/0) This course discusses issues of local governments' organizational structures and operations in Taiwan from the legal perspective. The instruction includes the history of the local governments' structural changes and the relationship between the central and local government.
M0130 Administrative Law (3/3) This course includes six main sections with an emphasis on comparison and discussion of theories and practice so as to make students familiar with the administrative law system of modern nations governed by law.
M0132 Public Administration (3/3) This course studies the nature of public affairs, structure and behaviors in public organizations, science and techniques of public management. These issues will give a brief introduction of public affairs, and also be the selected bases for advanced learning.
M0146 The History of Western Political Thought (2/2) The course studies the following: introduction; the theory of city-state, Socrates, Plato, Aristotle, the Epicureaus and the Cynics; the Theory of Universal Community: Roman Empire, Licero, Christian Empire, St. Augustine, Feudalism, St. Acquinas, Daute Marsilio; the Theory of National State: Machiavelli, Protestant reforms, Bodin, Hobbes, Locke, Montesquieu, Rousseau.
M0195 Introduction to Law (2/2) This course studies law. This course also focuses on topics in the philosophy of law because the instructor encourages students to think about the relation between law and morals, law and justice, etc.
M0206 Introduction to Political Science (3/3) This course deals with basic concepts of politics, such as nation, ethnic relations, political party, electoral system, constitutional system, legislature, voting behavior, public opinion, ideology, interest group, social movement, democratization, peace, and so on.
M0269 Financial Administration (2/2) The course focuses on the following topics: introduction; politics of public budgeting; revenue politics; dynamics of budget processes; politics of expenditures; politics of balancing the budget; budget execution; budgetary decision making and politics.
M0460 Securities and Exchange Law (0/2) This course is intended to expose students to the regulation and administration regarding security exchange in Taiwan.
M0470 Policy Evaluation (2/0) This course is an extension of the Public Administration course. It investigates various criteria for evaluating public policies and the main purpose for evaluation. Methods and techniques commonly used to evaluate public policies will be discussed.
M0556 Logics (2/0) This course focuses on fundamental "formal logic," "inductive logic" and "systematic exercise" on categorical syllogism transformation in order to promote student's capability in independent thinking and in rational-democratic attitudes.
M0564 History of Taiwan's Politics (2/0) This course provides basic knowledge in: (1) The process of political transition, revolts and oppressions in Taiwan, ruled by Dutchman, Ming-Jeng, Ching Dynasty and Japanese; (2) Introduction of the 228 incident, opposition-movement, economic developments, social struggles, and democratic reforms in Taiwan in post World War II.
M0570 Public Management (0/2) This course introduces the institutional context of public management studies and theories. Topics covered include challenges to traditional public administration, reforms of the public sector, new roles of the government, and strategies and tools of reforming public services.
M0674 Political Economy (0/2) This course covers the following topics: introduction; development of political economy and its coverage; classical economy; new classical economy; pluralism; Marxism; protectionism; cooperatism; Taiwan's political economy.
M0902 Social Policy and Regulation (0/2) This course covers topics such as social status and politics, urban politics, poverty and social security, welfare policy and regulation.
M1036 Information Policy and Regulation (0/2) This course investigates into the nature and function of information, and goes further by exploring the existing system of law in the eyes of information economy.
M1041 Political Party and Election (2/0) This course provides students with some basic ideas concerning the party system, electoral system, ethnic politics in Taiwan, campaign strategies and voting behavior.
M1042 Administrative Ethics(2/0)This course introduces students to the core conceptions of public administration ethics. It includes normative foundations, institutional arrangements, administrative responsibilities, and practical strategies. As for the public administration as the public interest, some approaches or theories will be discussed, i.e. the Old Public Administration, the New Public Administration, the New Public Management, the Blacksburg Manifestio, and the New Public Service.
M1179 Nonprofit Organization (2/0) The course deals with the nature and function of nonprofit organization, its difference and similarities to commercial enterprise, and its regulation imposed by government.
M1476 Introduction to E-Government (2/0) The development of information and communication technology has transformed the public sector comprehensively. There are four main parts which will be discussed in this class, including orientation or principles of the e-government, comparison among different counties, pricy protection and safety assurance policy, and digital divide issues.
M1594 Environmental Politics and Policy This course explores the following themes: contemporary environmental thought and movements, substantive problems and political process of environmental policymaking, scientific knowledge and risk governance, environmental justice, sustainable development, global governance, etc. The goal is to help students develop a critical understanding of the nature and scope of environmental problems and approaches to address environmental challenges.
M1667 Cultural Affairs Administration (2/0) This is an introductory course on arts and cultural institutions in Taiwan. Themes focus on assessment of government's role in arts and cultural development, policy and management of arts and cultural industry and community cultural planning.
M1743Total Quality Management (2/0) This course introduces students with the history of quality management, company-wide quality control, quality control, quality assurance, quality management with integrative approach, International Standard Organization, and statistical quality control.
M1762 Copyright Policy and Regime (2/0) This course introduces students to the conjuncture of law and public policy, i.e., the making of copyright policy and the transformation of copyright policy to statute. Topics covered in the course include introduction of various categories of copyright and protection measures, the limitation of copyright, the role of copyright intermediary organization and copyright review and mediation committees, and related remedies for infringement etc.
M1763 Privatization Policy and Practice (0/2) This course introduces students to general understandings of privatization policy and practice, through reviewing theoretical and empirical analyses of privatization, proving a comparative perspective and assessing debates on related issues of competition and regulation. These debates then help examine the formulation and implementation of privatization among different industries in Taiwan.
S0467 Applied Statistics (0/2) This course provides students with basic knowledge of data collection and description, two dimension analysis, distribution of probability, Z.T. Chi-square and F distribution, statistical test, regression analysis, categorical data analysis, variance analysis and non-parametric statistics.
T0070 Sociology (3/0) This course covers the following topics: (1) interpretation of social life, (2) social phenomenon, (3) elimination of common sense and (4) stereo-type and construction of students' social consciousness and self-conception.
T0081 Research Methods (2/0) This course deals with the following topics: politics and analysis, development of research questions, measurement, data collection-questionnaire and interview, data analysis-coding, data analysis - frequency; data analysis–cross tab and correlation, report writing and presentation.
T0148 Organizational Theory and Behavior (2/2) This course introduces the impact that individuals, groups and structure have on organizational behavior and helps students learn knowledge about making organizations work more effectively.
T0696 Constitutional Law (2/2) Lectures are divided into two main sections , with emphasis laid upon comparison and discussion of theories and practice so as to familiarize students with the constitutional law system of our nation.
T1655 Laws of Business (2/0) Introduction to laws and regulations relevant to the management of business. And by conducting case studies, students can build up their ability to summarize and analyze the facts of legal issues.
T2207 Constitutional Law and Human Right (0/2) This course provides the defense of human rights according to the Constitution of Republic of China, including the study of cases happened in Taiwan.
T2208 Gender Issues and Laws (2/0) With emphasis on prevalent gender issues, lectures are divided into thirty chapters to make students realize related laws and regulations in gender by means of playing movies, acting dramas, visiting courts, analyzing cases and discussing.
T2213 Crime and Punishment (2/0) Lectures mainly contain four topics, "Love and Crime Law", "Traffic and Crime Law", "Finance and Crime Law" and "Internet and Crime Law", in conjunction with group discussion, related movies, dramas, a visit to courts and case analyses in order to make students realize laws and regulations about crime and punishment in their daily lives.

B0110 Policy Analysis (2/0) This course mainly deals with issues of public policy. There are several topics such as problem definition, agenda setting, policy design, main problems of implementation, the resolving methods, and the feasibility of these methods.
M0476 Organization Theory and Management (2/0) This course introduces the managerial implications of organizational theories and concepts that are necessary for managers to formulate effective strategies to cope with hyper-competition. In addition, the most recent developments in organization theories such as organizational economics, organizational ecology, institutionalism, and network organizations will also be addressed to provide an in-depth understanding of their meanings and implications for managing organizations.
M0630 Seminar on Strategic Management (2/0) This course raises awareness of the importance of strategic management in public sector. It introduces the concepts, models and processes of strategic management in government. This course also discusses topics of national competitiveness, talent management, resource management, and change management, which are supposed to be vital elements to the strategic management in government.
M1018 Legal Policymaking (0/2) This course introduces students to the conjuncture of law and public policy. Topics include legal drafting and legislative process, interface of law and policy, various forms or methods of state intervening mechanism, choosing from law and alternatives, selection of implementing agencies, etc.
M1030 Seminar on Political Economics (0/2) This course studies issues of economic development and state capacity. There are three main topics in this course: the developmental state, the function of the civil society, and the collaboration between the state and the civil society.
M1122 Special Topics in Ethnic Politics in Taiwan (2/0) This course offers basic concepts, theories, and conceptual framework of ethnic relations in general. Three dimensions of ethnic interactions in Taiwan are thoroughly investigated and students will explore how the constitutional, party, and electoral systems may be arranged to accommodate ethnic cleavages.
M1236 Seminar on Political Behavior (0/2) The course provides students with opportunities to be familiar with major fields of political behaviors, including voting behavior, political psychology, public opinion, and political communication.
M1335 Bureaucratic Politics and Institutional Design (2/0) This course explores patterns of bureaucrats' behaviors. We examine a wide range of bureaucracies, including the U.S. Army, the FBI, the DEA, the CIA, the FCC, and the Social Security Administration. The main purpose is to answer what government agencies do and why they do it, and describe the efforts we should make on improving the management of government agencies.
M1341 Research Method and Design (2/0) The goal of this course is to illustrate the process of completing a research paper. A variety of research methods will be introduced.
M1357 Methods of Quantitative Analysis (0/2) This course offers basic and practical knowledge on statistics. To begin with, we briefly discuss the research design of empirical research. Secondly, we extensively explore the theoretical basis of statistics. Finally, the statistical packages—SPSS is introduced to help students implement empirical studies.
M1385 Special Topics in Political Institutions (0/2) The course will focus on three major sets of political institution: constitutional systems, party systems, and electoral systems, after general theories on political systems, particularly, neo-institutionalism has been introduced.
M1388 Qualitative Methods (0/2) This course provides students an understanding of concepts, processes, and theories of qualitative methods. Each student will complete two field projects in which the theories and methods introduced in the class are applied to analyzing social settings.
M1492 Power and Human Rights (2/0) This course focuses on research of human rights. Since Taiwan's first party transition in May 2002, the new government stresses that human-rights protection is the foundation of the country. From the viewpoint of human-rights development, there is an intense relationship between the power and human rights. Besides state power, social power also causes significant influence to human rights in modern countries. In order to realize the essence of human rights and to fulfill the human-rights protection, it is necessary for the contemporary constitution to clarify the relationship between the power and human rights.
M1611 Special Topics in Management (3/0) This course focuses on the continuous reinventing of the machinery of government. First, it introduces the development of managerialism and performance management. Second, it discusses the four patterns of future governance, especially the practice and impact of the market model which has been applied in public sector since 1980s
M1636 Program Evaluation (0/2) Designed to satisfy practitioners' need for evaluation methods and techniques, this course focuses on various types of program evaluation such as formative evaluation, monitoring evaluation, outcome evaluation, and cost-benefit evaluation. Special care is devoted to criteria and measurements for evaluation as well as models thereof. Upon completion, students are able to handle the task of program evaluation in real situation.
M1711 Seminar on Urban Governance (2/0) This course introduces students to the theory and practice of good urban governance. Topics covered in the course include trends and challenges of urbanization, urban environmental management, urban economic development, mapping social change, shaping urban space, land use planning, sustainable transportation, etc.
M1714 Special Topics in Business Law (0/2) This course puts emphasis on important issues of business management and regulations. Discussion on the lately amendment of business laws and a review of the legislative background of the change are included in this lecture.
